The Coronavirus Aid, Relief, and Economic Security (CARES) Act provided more than $2 trillion in economic stimulus. States can use this funding to increase broadband access. State’s efforts to expand connectivity have focused on increasing access to online learning for K-12 and postsecondary students, supporting telehealth services, deploying more public Wi-Fi access points, and investing in residential broadband infrastructure, especially in rural and underserved areas.
Some examples include Idaho’s Commission for Libraries received $2 million of coronavirus Relief Fund money to buy equipment that will enable 51 libraries in communities of fewer than 10,000 people to provide 24/7 Wi-Fi access to the public. Similarly, Arizona awarded its state library more than $650,000 to expand digital network access, purchase internet-accessible devices, and provide technical support services.
As the third economic stimulus in response to the Coronavirus Pandemic, the American Rescue Plan Act of 2021 created a $7.2 billion Emergency Connectivity Fund to reimburse schools and libraries for internet access and connected devices. It includes wi-fi hotspots, modems, routers, devices that combine a modem and router, and connected devices. Provides $650 million for cybersecurity risk mitigation at the Cybersecurity and Infrastructure Security Agency, and more.
